
Firm Promotes Managing Directors Jonathan Greenspun, Eric Johnson, Zach Koutsky and Randy Minniear to Partner
(New York, NY) Mercury Public Affairs, a leading national bipartisan public strategy firm, today announced it has promoted four Managing Directors to the firm’s partnership. Jonathan Greenspun in New York, Eric Johnson in Florida, Zach Koutsky in Illinois, and Randy Minniear in New Jersey have all been elevated to Partner.

As a former commissioner of Community Affairs for the City of New York under former Mayor Michael R. Bloomberg, Jonathan Greenspun joined Mercury in 2006. He has used his knowledge of City government and local politics to become a leading expert in Mercury’s New York City government affairs practice. He also advises a diverse book of clients on a wide range of public affairs and communications issues, including top real estate, technology, accounting, outdoor advertising, media, engineering, transportation, education, security, and nonprofit organizations.
Eric Johnson joined Mercury Florida in 2022, bringing more than 30 years of experience in Florida and Washington, D.C. politics. He advises a wide range of clients, including Fortune 500 companies, local political candidates, real estate developers, and nonprofit organizations engaged in statewide initiatives. Eric also represents mayors and commissioners in dozens of Florida counties and cities. He serves as lead strategist to Congressman Jared Moskowitz and has previously served as Chief of Staff to two other Florida Congressmen, Robert Wexler and Patrick Murphy.
Zach Koutsky joined Mercury’s Illinois team in 2023, bringing over 18 years of experience in lobbying, politics, and grassroots organizing. He specializes in government relations and political advocacy, leading legislative strategies and building diverse coalitions. Zach previously served as the Legislative and Political Director for Local 881 of the United Food and Commercial Workers (UFCW), a significant private-sector union in Illinois and Indiana, prior to founding his own firm that served dozens of clients’ legislative, political, and coalitional needs in Chicago City Hall and Illinois state government. Utilizing his extensive network, Zach offers expert advice on legislative strategy and media relations to achieve tailored outcomes for clients.
Randy Minniear joined Mercury’s New Jersey office in 2019. He is one of the most respected government affairs professionals in New Jersey, both within the healthcare industry and in state government affairs. Randy was previously named the #1 Healthcare Lobbyist in New Jersey by NJ Spotlight and is regularly listed among the “Top 10 Healthcare Lobbyists in New Jersey”. Over the course of his 25-year career, Randy has served inside state government as Chief of Staff to a Senate President / Acting Governor, ran the advocacy arm of the state’s leading hospital trade association and most recently, before joining Mercury, served as Executive Vice President for external affairs, at a fully integrated health system in North Jersey.
